Fee Structure Background

In 2016, the Delaware River Basin Commission (DRBC) unanimously approved several changes to its project review fee structure, including an annual monitoring and coordination fee and an annual, indexed inflation adjustment for most fees and water supply charges.
These changes became effective on January 1, 2017, with annual, indexed inflation adjustments taking effect on July 1 of each year.

  • Fees will increase commensurate with any increase in the annual April 12-month Consumer Price Index (CPI) for Philadelphia, published by the U.S. Bureau of Labor Statistics during that year. In any year in which the April 12-month CPI for Philadelphia declines or shows no change, the fees will remain unchanged.

The most recent annual, indexed inflation adjustment took effect on July 1, 2025.
