Corzine As I have mentioned in this column previously, safeguarding the  HYPERLINK "http://www.njfamilycare.org/index.html" NJ FamilyCare program is a top priority for Governor Corzine and DHS. Ours is one of the country’s most comprehensive and expansive initiatives, covering children up to 350% federal poverty level (FPL) and parents, currently, at 115% FPL. In total, over 200,000 residents depend upon the NJ FamilyCare program to provide their health insurance. This is a responsibility we take very seriously which is why the most recent news out of Washington is so troublesome. (Please see details under Division News.) NJ FamilyCare and provider-partners such as Federally Qualified Health Centers (FQHCs) and hospitals; churches, schools, non-profit social service groups and others do outreach education and application assistance for individuals who may qualify. NJ has a 69% participation rate of families with incomes below 200% FPL. And we enroll all those who apply. To penalize us for registering fewer than 95% of these families however, especially in light of the new one-year insurance-free rule, is unreasonable and short-sighted. NJ’s position is clear: We value ensuring continued access to primary and preventive care for our low and moderate income residents through NJ FamilyCare and  HYPERLINK "http://www.state.nj.us/humanservices/dmahs/dhsmed.html" Medicaid. It is, fundamentally, the right thing to do.I urge our provider- and sister-agencies to join us in denouncing efforts initiated in Washington to restrict NJ’s FamilyCare program. Our Governor and  HYPERLINK "http://www.house.gov/house/MemberWWW_by_State.shtml" \l "nj" Congressional Representatives continue to champion the cause and they need our help to be successful. Assertive advocacy is crucial in this debate. DIVISION NEWS Division of Disability Services (DDS) In response to pressure from advocates in the disabled community, Congress has introduced, The ADA Restoration Act of 2007, HYPERLINK "http://thomas.loc.gov/cgi-bin/query/z?c110:H.R.3195:"HR 3195. The measure restores the intent and protections of the original ADA Act of 1990. More than 180 House members have co-sponsored the bill including, 9 of NJ’s 13 Congressional representatives. The US Senate has a companion bill, S 1881. Division of Medical Assistance and Health Services (DMAHS) The federal Centers for Medicare & Medicaid Services (CMS) developed a new policy regarding State Children’s Health Insurance Program (SCHIP) eligibility that has the potential to derail NJ’s FamilyCare program. The expanded ‘crowd out provision’, conveyed by letter to states on August 17th, requires families with incomes over 250% of the federal poverty level (FPL) to show they have gone without insurance for one year (instead of 3 months) before qualifying for FamilyCare. Further, in order to continue providing coverage to families with income above 250% FPL, states must demonstrate that they have enrolled 95% of children in families with incomes below 200% FPL. (No state has been able to enroll 95% due to federal limits on both Medicaid and SCHIP.) In addition states would have to prove that the number of children with private insurance did not decrease by more than 2% over the previous five years. Currently there are 28,322 children whose family income is above 200% FPL and 10,538 children above 250% FPL. Governor Corzine and Deputy Commissioner Ann C. Kohler are working with NJ’s Congressional and advocate contacts to reverse this onerous directive. Division of Mental Health Services (DMHS) In preparation for the Fall opening of the new Greystone Park Psychiatric Hospital, DMHS has created a special edition, electronic newsletter,  HYPERLINK "http://www.state.nj.us/humanservices/dmhs/Newsletters.htm" ‘New Beginnings’ to keep staff, families, legislators and the community apprised of the transition.
